39.

INTRODUCTIONS, APOLOGIES FOR ABSENCE AND DECLARATIONS OF INTEREST

The Chair will introduce those present and make any necessary announcements.

 

The Chair and any other Councillors who are present will make any declarations as required by the Councillors Code of Conduct.

Councillor Willmott as Chair welcome everyone to the meeting and led on introductions.

ACTION LOG OF PREVIOUS MEETING pdf icon PDF 160 KB

The Action Log of the meeting held on 8 December 2020 is attached  for information and discussion.

Minutes:

The action log of the previous meeting held on 8th December 2020 was agreed as a correct record.

41.

WARD COUNCILLOR FEEDBACK

The Rushey Mead Ward Councillors will provide an update on the issues they have been dealing with in the Rushey Mead Ward.

Minutes:

The Ward Councillors gave the following updates

 

·       The Rushey Mead Recreation Centre was refurbished before the pandemic.

·       The library would remain open and could be used for families to keep warm.

·       The lighting on Rushey Fields had been completed and feedback received from residents.

·       High rents and bills were putting a lot of pressure on people. Councillors urged residents to get in touch with ward councillors for further support.

 

42.

HIGHWAYS UPDATE

A Highways officer will be present to provide an update on Highways related issues in the ward.

Minutes:

Rupert Bedder, Highways Network Asset Manager was present at the meeting and gave an update on highways related matters.

 

As part of the discussions, it was noted that:

·       Work had been completed on Watermead Way to seal up cracks in the road.

·       Resurfacing works would begin on 1st April on Troon Way, Sandringham Avenue and Melton Road.

·       Resurfacing works would start at the end of the summer on Glenmore Road and Strathmore Avenue.

·       Estate roads were being inspected twice a year for any defects. 160 repairs had been made across the ward.

·       Soar Valley College were encouraging students to walk to college.

·       Rosedale Avenue and Wyvern Primary School would be included in the next round of TROs.

·       A 20mph scheme was implemented on Yorkshire Road last year.

·       Harrison Road repairs were almost complete, with just snagging remaining.

·       Residents noted that parents were parking on Gleneagles Avenue during school run hours and it was blocking both sides of the road and stopping residents being able to leave their drives.

·       The speed bumps on Harrison and Melton Road were too high.

·        Lighting on Jesse Jackson park was not working on a Saturday.

·        Residents would like more lighting on Rushey Fields recreation ground.

·        Residents reported issues on Peebles Way at school drop-off and pick-up times. Options were discussed with the Officer including a one way system, Safer Streets Healthier Neighbourhoods (SSHN) Scheme and bollards being installed.

·        The traffic calming cushions on roads between Harrison Road to Melton Road were too high.

·        Residents requested more CEO presence in Stafford Street.

·        There were 2 old cars in Stafford Street that needed towing.

 

43.

CITY WARDEN UPDATE

The City Warden will give an update on issues in the Ward.

Minutes:

Jethro Swift, City warden, provided an update on issues in the ward.

 

It was noted that:

·       The fly tipping issue around Lockerbie shops had improved, after notices had been issued.

·       There had been fly tipping issues  on St Michaels Avenue and Melton Road.

·       Duty of care visits had been undertaken with local businesses to ensure they have waste contracts.

·       Bath Street had a large amount of rubbish and support was being received from the Police and Environmental Team to clear.

·       Patrols had taken place in the evenings with Leicestershire Police on Harrison and Melton Road. Fines had been issued for littering and spitting.

 

Following a discussion with residents, it was noted that:

·       Section 46 notices would be issued for bins used to save parking spaces.

·       Littering issue on the corner of Rearsby Road would be attended by the City Warden.

·       Dog fouling had become an issue on Harrison Road and Rushey Mead Park.

·       Silver pellets were being dumped around the ward, the warden advised it was a current problem across the country.

·       Rushey Mead Park felt a lot safer for residents to use since the trees had been cut back.  

44.

LOCAL POLICING UPDATE

A Police Officer will be at the meeting to provide an update on local policing issues in the Ward.

Minutes:

Unfortunately an officer from Leicestershire Police was unable to attend the meeting.

45.

COMMUNITY MEETING BUDGET

Councillors are reminded that under the Council’s Code of Conduct they should declare any interest they may have in budget applications.

 

An update will be given on the Ward Community Budget. A summary of grant applications submitted for consideration since the last meeting is attached.

 

Minutes:

The Ward Community Engagement Officer provided an update on the Ward Community Budget.

 

It was noted that 31 applications had been received and 25 supported since the last meeting. The budget had all been spent for this year and new applications would be taken from May 2023.

46.

ANY OTHER BUSINESS

Minutes:

Highfield Rangers attended the meeting and told residents about their facilities available such as room hire and changing rooms.

 

With there being no further business, the meeting closed at 7.03pm.
