Lord Mayor's Announcements Minutes: Indian Plane Crash The Lord Mayor expressed sadness regarding the news of the Indian Air Crash on 12 June 2025, which took the lives of 274 people, with the only survivor being an individual from Leicester. The Lord Mayor shared heartfelt condolences to all those affected by this tragedy.
Ahmad Khan MBE The Lord Mayor informed that Ahmad Khan MBE sadly passed on Monday 30th of June 2025. Ahmad Khan was widely respected not only as an educator, but a founding member and former chair of the Federation of Muslim Organisations. The Lord Mayor extended sincere condolences to his family, friends, and all those whose lives he enriched. |

PETITIONS FROM MEMBERS OF THE PUBLIC
Ms Lezley Finch presented the petition with 79 valid signatures in the following terms:
“We the undersigned, as residents of streets extending from Conduit Street to College Avenue inclusive, petition the council to constructively engage with us in order to create a new residents parking zone that is more in alignment with the majority of zones within Leicester City. This would make it a more realistic possibility that residents and their legitimate visitors could be expected to find a parking space near to their homes.
South Highfields Zone E currently extends for 1 mile and comprises 55 streets whereas, wit the exception of Westcotes (Zone F), the average number of streets in the remaining zones is 5.5.
Our section of the current Zone E is increasingly unable to function effectively, given the number of cars regularly parking here – and often abusing the system – in order to go to the train station, town, place of work or one of the nearby restaurants etc. This causes great frustration to those of us living in this part of the city and we believe that a new, smaller zone would enable it to function in the way in which Residents Parking Zones were conceived.”

Councillor Dave presented the petition with 10 valid signatures in the following terms:
“We the undersigned residents living on Melton Road Leicester LE4 7SP respectfully request the council, that measures be taken for residents to prevent vehicles frequently parked, and blocking dropped kerbs driveways in front of our homes, and causing inconvenience.
1. People who come to Watermead park, but don’t want to pay for their own parking. 2. People coming to Shriji Dham Haveli Temple. 3. People park directly opposite to the entrance of the slip road, this is causing difficulty for residents access.” 4. People often park near the bollards where the pedestrian crossing is.”

Note The Lord Mayor requests that Members take account of the provisions of Council Procedure Rule 14 in the Council’s Constitution in putting questions and in particular Rule 14 (a) (vi) regarding supplementary questions:
“(vi) At the meeting, after a question has been given a reply (including by way of a consolidated reply), the person who asked the question may ask one supplementary question for the purposes of clarifying the reply and, in the following paragraphs of this part of this Rule the word 'question' shall include such a supplementary question.”
Point 14(x) of Part 4A Council Procedure rules states: “The name of the Councillor asking the question, the text of the question and a cross reference to the response shall be recorded in the Minutes.”
Only Question 1 was asked at the meeting and answered as set out below. The remaining questions on the Council Script were not asked, as the member asking the was not present, and therefore no response was given.
