ALLOCATION OF BASIC NEEDS CAPITAL FUNDS - PUPIL PLACE PLANNING

Purpose:

To seek approval of a wide range of strategic options to raise City primary school place capacity to meet operational requirements for 2015/16 onwards. A report will recommend capital works at a number of sites and provide an update on progression of the Children’s Capital Programme 2012/13.

Decision:

1.     Defer works at Marriott Primary and Hazel Primary (previously recommended in an earlier capital report – 29.3.12)

2.     Approve indicative children’s basic need capital programme allocations as outlined in Appendix of the accompanying report to deliver Phase 1.

Reasons for the decision:

1.      Subsequent detailed feasibility studies now indicate that these sites do not offer sufficient space to meet immediate desired objectives.

2.      Rising demographic means urgent need to create 622 new reception places. Council has a duty to secure sufficient school places and to promote choice & diversity.

Phase 1 decision taken in accordance with Strategy Report to Scrutiny 19 September 2012, views of stakeholder group and presentation to Scrutiny 27 February 2013 and Report of 20 March 2013. This decision enables commencement of further works to secure up 50-60% of required places.

Alternative options:

Range of options originally set out in Report to Scrutiny 19 September 2013. Phase 1 (current decision) implements strategy previously agreed by Executive and endorsed by Scrutiny. Phase 2 will explore other options.
