Councillor Holden submits a report which informs the Cabinet of the findings  of the Statutory Review and Assessment of Air Quality and feedback from the consultation exercise.  The reports seeks approval to the designation of  the consequent proposed Air Quality Management Areas and approval to Supplementary  Credit Approval funded capital expenditure.

Minutes:

Councillor  Holden, Cabinet member for Arts, Leisure and the Environment, submitted a report of the Director of Environment and Development advising Cabinet of the outcome of the Statutory Review and Assessment of Air Quality and feedback from the consultation exercise on this. The report sought approval to the designation of proposed Air Quality Management Areas and approval to Supplementary Credit Approval funded capital expenditure associated with this.

 

Members noted that Leicester would be the first major city to declare Air Quality Management Areas in line with the City’s commitment to environmental issues.

 

RESOLVED:

(1)       that the findings of the Air Quality Review and Assessment and the proposed Air Quality Management Area detailed in “Leicester Air Quality Review and Assessment 2000, Final Report”, as amended following the consultation process, be noted;

 

(2)       that the consultation feedback summarised in appendix 4 of the report to Cabinet be noted;

 

(3)       that the declaration of the Air Quality Management Area, as defined in “Leicester Air Quality Review and Assessment 2000, final report”  be approved;

 

(4)       that capital expenditure of £ 51,000 be approved in relation to the statutory review and assessment of air quality to be funded by Supplementary Credit Approval as detailed in appendix 6 of the report to Cabinet.

Councillor Holden, the Cabinet Member for Arts, Leisure and the Environment submitted a report of the Director of Environment and Development informing the Cabinet of the Statutory Review and Assessment of Air Quality including proposed Air Quality Management Areas and seeking approval to proposals for consultation on the Review and Assessment report.  It was proposed that for the purposes of public consultation a summary leaflet of the report be produced explaining the main findings and explaining how copies of the full report could be viewed.  Provision would be made for the translation of these leaflets.  The proposed consultation timetable was:-

 

4 September

Cabinet consideration.

Publication of Consultation Draft Report

Start of public consultation period.

Summary leaflets in public access buildings.

Copies of full report in libraries, on internet, and sent to consultees.

11 September

Leicestershire Air Quality Forum joint consultation meeting (targeted towards "common" consultees such as Health Authority, Environment Agency,  Highways Agency, key industries etc.)

27 September

Article appears in October LINK.

30 September

Exhibition/display at City Rooms (enabling the public to discuss findings with officers)

13 October

End of public consultation period

7 November

Arts, Leisure and Environment Scrutiny

20 November

Report back to Cabinet and declaration of AQMAs.

 

RESOLVED:

(1) that the findings of the Air Quality Review and Assessment and proposed Air Quality Management Areas, as detailed in the 'Leicester Air Quality Review and Assessment 2000 Final Report - Consultation Draft", be noted and approved as a basis for consultation; and

 

(2) that the consultation proposals be approved with feedback reported to Scrutiny and Cabinet in November.
