DECLARATIONS OF INTEREST The first main item on the agenda is Declarations of Interest where Councillors have to say if there is anything on the agenda they have a personal interest in. For example if a meeting was due to discuss a budget application put forward by a community group and one of the Councillors was a member of that group, they would not be able to take part in the decision on that budget application.
Councillors are asked to declare any interest they may have in the business to be discussed.

MINUTES OF THE PREVIOUS MEETING The minutes of the previous Beaumont Leys Community Meeting held on 4th December 2013 have been circulated, and Members will be asked to confirm them as a correct record. |

HEALTHWATCH LEICESTER Philip Parkinson, Interim Chair of Healthwatch Leicester, will provide an update on the work of Healthwatch, and inform of how people can get involved to improve local health and social care services. |

LEICESTERSHIRE CITIZENS ADVICE BUREAU PDF 296 KB Leicestershire Citizens Advice Bureau will deliver a short presentation on the outreach services delivered in Beaumont Leys Ward. |

BUS "PINCH POINTS" Transport Officers will deliver a presentation on bus ‘pinch points’ that hold up a bus on its route, and will ask residents at the meeting for their input of locations of pinch points. |

COMMUNITY MEETING BUDGET Councillors are reminded that they will need to declare any interest they may have in budget applications, and/or indicate that Section 106 of the Local Government Finance Act 1992 applies to them.
i) Restorative Justice Initiative Midlands – Beaumont Leys Women to Restoration Justice £1,605 To introduce the concept of restorative justice to 50 women resident in Beaumont Leys.
ii) The E-Cooke Learning Foundation – Community IT Outreach Project £1,000 To deliver a series of IT training sessions at different community venues in Beaumont Leys.
iii) Charlotte Ansell for Beaumont Leys Girls Group – Young women’s two night residential opportunity £821 Application for funding towards venue cost and travel.
iv) Jayde Bayley for Beaumont Leys Girls Group – Young women’s group resources £300 Application for funding for arts materials, advice leaflets, workbooks and food for cooking lessons.
v) Steven West and Stefan Stapleton for Ur Choice Young Peoples Project – Easter activities £500 Application for funding towards activities over the two weeks of Easter.
vi) Beaumont Lodge Neighbourhood Association – Food Glorious Food £1,000 Application for funding towards a project designed to train people to cook using locally grown produce.
vii) Belgrave Rugby Club – Training lights and other security measures (joint bid with Abbey and Belgrave) £500 Application funding towards fencing and other security measures.
Items that have been fast tracked since the last meeting
viii) Heathley Park Residents Association £400 Application received to help fund the 10th Annual Heathley Park residents gathering 2014 to be held July/August 2014.
Minutes: The meeting heard that there was approximately £5000 left in the community meeting budget, but the value of funding bids to be considered totalled approximately £8000. The Chair explained that the councillors had already considered the applications but preferred not to make a final decision until the applicants had had an opportunity to present their bids at the meeting.
The Neighbourhood Development Manager, Hetha Copland, explained that a funding application for £500 from the Heathley Park Residents’ Association had been fast tracked for payment.
A number of new applications were then considered at the meeting and after hearing from those applicants who were present; the following decisions were announced:
