Councillor Suleman submits a report which presents the findings of the recent external consultation exercise on Strategic Options for Adult Learning, undertaken by TRIBAL Education Consultancy.  The Cabinet is asked to decide on a preferred option for the future of Adult Learning.

Councillor Blackmore submitted a report which presented the findings of the recent external consultation exercise on Strategic Options for Adult Learning, undertaken by TRIBAL Education Consultancy.  The Cabinet was asked to decide on a preferred option for the future of Adult Learning.

 

The relevant minutes of the Education and Lifelong Learning Scrutiny Committee on 23 January had been circulated to the Cabinet and their preferred option noted.

 

Officers reassured Cabinet that the writing school at Leicester Adult Education College could be maintained under the proposed new arrangement.

 

RESOLVED:

(1)that option (d) be progressed as the most viable option for the future arrangements for the provision of Adult Learning

 

(2)that the Corporate Director, Education and Lifelong Learning, be authorised to carry out detailed design work on the preferred option

 

(3)that a further report be submitted to Cabinet on 24 April, to consider and approve the detailed proposal for a new Adult Learning structure, to include full detailed legal, financial and Human Resources implications of the proposal; and

 

(4)that the local authority, in addition, commits itself to exploring, with local communities, including the Lifelong Learning Forum, learners and other stakeholders, appropriate forms of lay governance for the newly configured Adult Learning Service.

The Service Director, Regeneration, Highways and Transportation submitted a report that updated the Board of the final recommendations of the Pitt Review – Lessons Learned from the 2007 Floods and updated the Committee on the City Council’s actions. 

 

The board agreed to defer detailed consideration of the report until a special meeting was set up in which the Environment Agency and Severn Trent Water would be invited to discuss how they were responding to the Pitt Review. 

 

The head of Highway Management explained that there had been good progress on Surface Water Management Plans in the City and that good co-ordination with the county and districts was in place.  Furthermore, it was reported that the authority had invested significant resources into flood management and that a number of community flood wardens had been recruited.  In addition, the council’s emergency planning team had produced significant work on the risks associated with flooding, and those officers involved were thanked for their work.

 

RESOLVED:

(1)               That the report be noted.

 

(2) That the Environment Agency (EA), Severn Trent Water (STW) and any other interested parties be invited to attend a special OSMB meeting to discuss how the various authorities are responding to the Pitt Review, and;

 

(3) That a joint member group with adjacent district Councils and the County Council be supported to improve the mutual joint working.
