Minutes:

The Chief Finance Officer submits a report providing Members with a review of progress against the action plan arising from the 2007 report and an initial self-assessment of Internal Audit’s adherence to the CIPFA standards at the time of writing. The Committee is asked to note the action plan arising from the 2007 report and the action taken to address the identified shortcomings.

 

Appendix 1 to the report ‘Action Plan to Address External Audit Recommendations’ is attached for Members of the Committee only. Copies can be obtained from www.cabinet.leicester.gov.uk or by phoning Committee Services on 229 8810.

Councillor Roberts submits a report seeking endorsement of proposed changes to the role and structure of Leicester Partnership against Crime and Disorder and seeking an appointment from the City Council for the new executive type partnership group.

Councillor Roberts, Cabinet member for Strategic Planning and Regeneration, submitted a report of the Director of Environment and Development seeking endorsement of the proposed changes to the role and structure of Leicester Partnership against Crime and Disorder and seeking an appointment from the City Council for the new executive type partnership group.

 

Councillor Roberts nominated Councillor Draycott, Cabinet member for  Housing and Neighbourhood Renewal, as the Council’s representative on the new executive type partnership group. 

 

RESOLVED:

(1)       That the provisional agreement to the new role and structure of the Leicester Partnership Against Crime and Disorder, be endorsed;

 

(2)       That Councillor Draycott be the City Council’s representative on the new executive partnership group.

Councillor Roberts submits a report seeking the Cabinet’s support to urging the Inland Revenue to run a high profile, pro-active campaign to enforce the National Minimum Wage in Leiceser.

Councillor Roberts, Cabinet member for Strategic Planning and Regeneration, submitted a report of the Director of Environment and Development seeking the Cabinet’s support to urge the Inland Revenue to run a high profile, pro-active campaign to enforce the National Minimum Wage in Leicester.

 

Members supported the proposed campaign to petition the Inland Revenue as the agency with responsibility for enforcing the minimum wage.

 

RESOLVED:

(1)       that the launch of a high-profile petition campaign, urging the Inland Revenue to run a pro-active campaign to enforce the minimum wage, including conducting a number of spot check visit to employers, targeted at areas in Leicester, be supported;

 

(2)       that all members be urged to give their individual and public support to this campaign;

 

(3)       that the Authority’s effectiveness in referring suspected cases of non compliance with the minimum wage be increased, by supporting an awareness raising exercise targeted to appropriate personnel across the Authority, so that, where appropriate, enforcement of the minimum wage can be linked with other enforcement and other actions undertaken by the Authority.

ENVIRONMENT ACT 1995: REVIEW AND ASSESSMENT OF AIR QUALITY pdf icon PDF 104 KB

Councillor Holden submits a report which informs the Cabinet of the findings  of the Statutory Review and Assessment of Air Quality and feedback from the consultation exercise.  The reports seeks approval to the designation of  the consequent proposed Air Quality Management Areas and approval to Supplementary  Credit Approval funded capital expenditure.

Minutes:

Councillor  Holden, Cabinet member for Arts, Leisure and the Environment, submitted a report of the Director of Environment and Development advising Cabinet of the outcome of the Statutory Review and Assessment of Air Quality and feedback from the consultation exercise on this. The report sought approval to the designation of proposed Air Quality Management Areas and approval to Supplementary Credit Approval funded capital expenditure associated with this.

 

Members noted that Leicester would be the first major city to declare Air Quality Management Areas in line with the City’s commitment to environmental issues.

 

RESOLVED:

(1)       that the findings of the Air Quality Review and Assessment and the proposed Air Quality Management Area detailed in “Leicester Air Quality Review and Assessment 2000, Final Report”, as amended following the consultation process, be noted;

 

(2)       that the consultation feedback summarised in appendix 4 of the report to Cabinet be noted;

 

(3)       that the declaration of the Air Quality Management Area, as defined in “Leicester Air Quality Review and Assessment 2000, final report”  be approved;

 

(4)       that capital expenditure of £ 51,000 be approved in relation to the statutory review and assessment of air quality to be funded by Supplementary Credit Approval as detailed in appendix 6 of the report to Cabinet.

As there was a further matter on the agenda to be considered in private session, the Chair began to move the resolution to exclude the press and public. However, as there was also a further item of urgent business to be considered on the open agenda, the Chair did not conclude the exclusion resolution. He indicated to members present in the room and members of the public who were in the process of vacating the room, that the item of urgent business would be considered in public, before considering the exempt report in private.

The Director of Environment submitted a report seeking authority to complete the sale of land at Pasture Lane to Cherry Fashions Ltd.
