Members were requested to declare any interests they may have in the business to be discussed and/or indicate that Section 106 of the Local Government Finance Act 1992 applied to them.

 

Councillor Getliffe declared an interest in Appendix A, Budget Strategy 2001/02 to 2002/03, as a council tenant but referred to a dispensation from the Secretary of State which allowed him to speak and vote.

Minutes:

Councillor Willmott reported that the Government had just announced that the Sure Start Bid for Saffron had been successful and congratulated all those that had been involved in putting together the bid.

BUDGET STRATEGY 2001-02 TO 2002-03 pdf icon PDF 10 MB

Councillor Patel submits a report seeking approval to a Budget Strategy for 2001/02 to 2002/03.

Minutes:

Councillor Patel submitted a report asking the Cabinet to consider proposed Departmental Revenue Strategies for 2001/02 to 2002/03 recommended by each Lead Member following consultation with the public, voluntary sector, trades unions and the Scrutiny Committees.   It was noted that the strategies were part of the Council’s agreed three year budget strategy which contained commitments to restrict tax rises for 2001/02 and 2002/03 to the amounts implied by Government settlements, provided for additional money for Education and Social Services and identified budget reductions required for 2001/02 to 2002/03.

 

RESOLVED:

(1)that the results of consultation as described in the supporting information in the report, be noted;

 

(2)that each Departmental Revenue Strategy, be approved;

 

(3)that consultation begin on the proposed use of the Neighbourhood Renewal Fund, for a social regeneration programme;

 

(4)that an additional budget allocation for the Education Department in 2001/02 of £725,000 to fund the teachers' pay award, be approved;

 

(5)that, subject to consultation with partners, the use of £715,000 of the Neighbourhood Renewal Fund in 2001/2002 be used to fund social inclusion schemes within schools, and key partners be recommended that a similar sum is used in 2002/03 and 2003/04; and

 

(6)that subject to approval of the budget by Council on 7 March 2001, Directors be authorised to take action to achieve any savings identified in the strategies for the year 2002/03.

Councillor Patel submitted a report outlining a proposed General Revenue Fund Budget for 2001/02 for recommendation to Council.

 

RESOLVED:

(1)that the budget as summarised in this report, be approved:

 

(2)that Appendix A to the report be approved as the report to Council on the Revenue Budget and proposed Council Tax for 2001/02, subject to the Chief Financial Officer inserting final figures for the Police element of the Council Tax as they become available;

 

(3)that funding from the Capital Programme of £100,000 for the Urban Regeneration Company in 2001/02, from the sum set aside for regeneration, be approved; and

 

(4)that the requirement in Financial Regulations relating to the level of detailed information presented to the Council on the budget, be waived.

Councillor Willmott submitted a report informing the Cabinet of the content of the second Best Value Performance Plan, seeking comments on the plan and detailing the proposed timetable for its publication.

 

RESOLVED:

that the content of the second Best Value Performance Plan and the proposed timetable for its publication be endorsed.

Councillor Patel submitted a report updating the Cabinet with progress on the above and seeking approval to action to progress the initiative.

 

RESOLVED:

                        that  the recommendations tabled at the meeting be approved.
