To publish the draft budget proposals for 2023/24.

1.         To publish a Draft Housing Revenue Account Budget (including Housing Capital Programme) proposals in advance of making firm proposals to the Council on 22nd February, 2023;

2.         To advise that the report was subject to scrutiny by the Housing Scrutiny Commission on 30 January 2023.

3.         To advise that the report is subject to scrutiny by the Overview Select Committee on 9 February 2023.

Note:  This is a draft recommendation to the Council under Rule 1.3 of the budget and policy framework procedure rules and the provisions of the Call-in procedure does not, therefore, apply.

Under the constitution, the full Council is responsible for approving the Housing Revenue Account budget and this is expected to take place on 22nd February 2023.

The City Mayor is responsible for proposing a draft Housing Revenue Account budget to the Council.  In advance of making firm proposals, the constitution requires the preparation of a draft proposal which will be considered by the scrutiny functions; Housing Scrutiny Commission and Overview and Select Committee.

The draft Housing Revenue Account proposal is contained in a draft Council report.
