They are as follows : i) Confirmation of the Leicester City Council Band D tax base figure for 2021/22 of 74,806 dwellings and precept of £18,569,108. The provisional tax base reported to the Panel was 75,601 dwellings and precept of £18,766,451. This change represents a reduction of 795 dwellings and precept of £197,343. ii) The inclusion of the Force’s share of £58m Home Office Covid grant funding for 2020/21 of £863k. This is welcomed and will fund the amount of Covid related expenditure already supported by the Budget Equalisation Reserve (BER) during the current financial year 2020/21. The grant will therefore be transferred into the BER which in turn, will part fund the MTFP in future years. iii) The recent announcement of the Government’s response to the Public Service Pensions Remedy Consultation which confirms the deferral of the increase in the employer contributions rate from April 2023 to April 2024. The MTFP had included £4m for this increase in 2023/24 which is no longer required and has been deferred to 2024/25. iv) Taking i to iii into account, the opening balance of the BER on 1 April 2021 is now forecast to be £13.5m. This is an increase of £0.9m on the previously reported balance of £12.6m. The BER will be fully utilised during the MTFP period. The effect of these changes is that the MTFP is now balanced through the use of the BER for the financial years 2021/22 to 2023/24. The MTFP revised funding gap for 2024/25 is £11.8m (previously £13.8m). The revised MTFP is attached at Appendix 1 for information.
