To seek approval to proceed with a long lease disposal of Braunstone Stable Block and Walled Garden, Braunstone Park Leicester, LE3 1HX on a one-to-one basis to the adjacent long lease holder of Winstanley House as a ‘Special Purchaser’ (as defined in the Council’s Constitution) for £375,000.

To approve the long lease disposal of Braunstone Stable Block and Walled Garden, Braunstone Park Leicester, LE3 1HX co-terminus with the adjacent Winstanley House on a one-to-one basis to The Parmar Collection Limited as a ‘Special Purchaser’ and the purchasers entering into simultaneous agreement for lease with Braunstone History Group for community purposes.

To advertise the proposed disposal of the Walled Gardens as part of a public open space notice and consider objections under Section 123 (2A) of the Local Government Act 1972 prior to completion of the lease.

It is to be noted that the City Barrister and Head of Standards, will prepare and execute all necessary documentation required. The Director of Estates and Building Services Division will agree the required detailed terms.

To implement a 20mph Zone in the Clumber Road Area.

To approve the: -

1. Implementation of the proposed 20mph Zone in the Clumber Road Area.

2. Advertisement of the 20mph Speed Limit Order and Traffic Calming required to implement the scheme.

To seek approval to accept grant funding for the delivery of Skills Bootcamps across Leicester and Leicestershire for delivery from April 2026 to September 2027.

To:

(a) accept Department for Education (DfE) revenue grant funding for Skills Bootcamp of £1.5m, and

(b) agree for the City Council to act as accountable body for the financial management of these funds and for any subsequent year allocations.

To seek the Assistant City Mayor’s approval to implement a 20mph Speed Limit in the New Parks South Area.

To approve: -

1. Implementation of the proposed 20mph Speed Limit in the New Parks South area.

2. Advertisement of the 20mph Speed Limit Order required to implement the scheme.

3. Advertisement of the traffic calming required to implement the scheme.
