To approve the making and advertising of a definitive map modification order adding the footpath between Victoria Park Road and University Road to the council’s definitive map and statement of public rights of way.

To approve a modification of the definitive map and statement of public rights of way by the addition of the footpath between Victoria Park Road and University Road.

To approve a loan of £450,000 to facilitate further development of the water-based pitch at the St Margaret’s Pastures site, alongside a S106 funded grant of £350,000.

1.    Approval of an annuity loan of £450k to Leicester Hockey Club repayable over a 25 year period at 5% interest.

2.    Approval of the making of the S106 Grant Agreement and the Loan Agreement as detailed in paragraph 3.12 of the report.

3.    Note: existing delegated powers will be used to vary the existing lease and deal with the agreed surrender and new lease.

4.    Add the total £800k scheme to the capital programme.

To enable better management of concentrations of Houses in Multiple Occupation (HMOs) in Leicester, preserve the residential amenity and character of neighbourhoods, and protect houses suitable for family occupation from conversion to Class C4 HMOs.

The non-immediate Article 4(1) Direction, as set out in Appendix C, withdrawing the specified permitted development right, conferred by the Town and Country Planning (General Permitted Development) (England) Order 2015, for the conversion of dwelling-houses (Class C3) to Houses in Multiple Occupation (Class C4) in three outlined areas of the city be confirmed.
