Decisions consequential to the monitoring of expenditure in 2025/26 (if any) or to achieve the 2026/27 budget.

To approve the use of £2.2m of HRA reserves for repair and maintenance work and deliver on the requirements coming out of the recent inspection by the Regulator of Social Housing (para 10.6).

To seek the Assistant City Mayor’s approval to implement a 20mph Speed Limit in the Watkin Road Area.

To approve: -

1. Implementation of the proposed 20mph Speed Limit in the Watkin Road Area.

2. Advertisement of the 20mph Speed Limit Order required to implement the scheme.

Leicester City Council has been awarded £9.453m of grant funding from the Department for Transport to progress its published Bus Services Improvement Plan over the 2025/26 financial year.

In addition, government approval has been given for £1.4m of existing DfT grants to be carried over to 2025/26 to continue funding cost pressures in existing supported bus services, including park and ride.

To approve:

The proposed Bus Grant programme set out in the report for delivery during 2025/6;

The addition of £8.49m, as an immediate start, to the 2025/26 General Fund Capital Programme, financed by BSIP Grant;

To delegate powers to the Director of Planning, Development and Transportation, in consultation with the lead member, to amend the programme as required to meet grant conditions within the framework of the approved Bus Service Improvement Plan.

To confirm the intention to settle the litigation with X Ltd on terms which are exempt, but which entail the expenditure of a sum of money that is in excess of the £1m identified as the threshold for a “Key Decision” in the Council’s Constitution.  The intention is also to vary the ongoing contractual relationship on terms which are exempt.

To approve:

That the Council’s Monitoring Officer (or relevant Head of Law in his stead) be authorised to sign the relevant Settlement Agreement and Deed of Variation under Articles 15.03 and 15.05 of the Council’s Constitution.
