Purpose:

The purpose of this report is to show the position of the capital programme at the end of the 2017/18 financial year.  This is the fourth and final report of the financial year, following similar monitoring reports as at Periods 4, 6 and 9.

Decision:

1.    Approve the carry-forward of resources into 2019/20 for work programmes where spend has slipped (£37.3m), as shown in Appendix B.

 

2.    Approve the carry-forward of resources for unspent provisions as shown at Appendix C into 2019/20 (£0.8m)

 

3.    Approve the addition of £560k to the Ashton Green project to fund infrastructure works. To be funded from prudential borrowing initially, to then be repaid by future earmarked capital receipts.

 

4.    Approve the addition of £983k to the Bus Engine Retrofitting scheme, following the receipt of additional DFT grant, as detailed in Appendix B, paragraph 3.4.

 

5.    Approve the addition of £250k to 11-15 Horsefair Street to fund additional works, to be funded from the Economic Action Plan as detailed in appendix A, Estates and Building Services, para 2.2.

 

 

Note: The decision taken did not meet the criteria of a Key Decision and was, therefore, taken as Non-Key decision.

Reasons for the decision:

The Executive and Overview Select Committee receive a report on the forecast capital budget position regularly throughout the year (as well as an outturn report at the end of the year).  Recommendations arising from this are often included within the report.
