CLIMATE EMERGENCY STRATEGY AND ACTION PLAN 2020-2023

Decision Maker: Deputy City Mayor - Transport, Clean Air and Climate Emergency

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

Following the council’s declaration of a Climate Emergency in February 2019 and an extensive process of engagement – first internally and later externally with the public and other stakeholders – this report presents a three-year strategy for addressing the emergency, along with the first iteration of a three-year action plan, for approval and implementation.

Decision:

To approve the implementation of Leicester’s Climate Emergency Strategy 2020 – 2023 (Appendix 1) and Leicester City Council’s Climate Emergency Action Plan 2020 – 2023 Version 1 (Appendix 2).

Reasons for the decision:

Climate change presents a critical threat to the wellbeing of the people of Leicester, and of humanity and biodiversity globally. The council recognised this when it declared a Climate Emergency and committed to respond to it. If nations and communities do not respond, scientists are warning of catastrophic consequences.

Alternative options:

The option of inaction was rejected due to the emergency the world is facing and the clear need for urgent action by all cities and localities.

Options for action were developed and then considered through extensive engagement during Leicester’s Climate Emergency Conversation.
