CONNECTING LEICESTER PHASED PROGRAMME: ELECTRIC BUS INVESTMENT AND GRANT

Decision Maker: City Mayor (Individual Decision)

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

To provide grants to Firstbus and Arriva for new electric buses and to purchase six new electric buses for the Council.

Decision:

Approve £20.3m to be added to the Capital Programme to provide grants to Firstbus and Arriva for new electric buses and to purchase six new electric buses for the Council.

This addition will be funded by £19.0m of Department for Transport grant and prudential borrowing of £1.3m to match fund the Council’s new buses.

Reasons for the decision:

To provide funds to introduce 96 electric buses in order to improve air quality in Leicester as part of the Connecting Leicester programme.

Alternative options:

Not apply for grant funding. Commercial bus operators confirmed they would not invest in this area unless partly supported by government grant.

Not purchase own electric buses for contracted bus services. Contractors confirmed that not in position to tender for contract work with electric buses – upfront costs too expensive
