Purpose:

To enable better management of concentrations of Houses in Multiple Occupation (HMO’s) in Leicester, preserve the residential amenity and character of neighbourhoods, and protect houses suitable for family occupation from conversion to HMO’s.

Decision:

1.      That the existing Article 4 Areas in place be retained;

 

2.      That the City Mayor approves the making and publication of the Non-Immediate Direction as set out at Appendix D of this report,

 

3.      Note that officers will undertake the statutory consultation, notification, and publicity actions as set out in this report; and

4.      Note that all representations received will be reviewed and considered before confirmation of the Direction.

Reasons for the decision:

The attached report sets out the evidence of impacts the Article 4 Direction is intended to address, namely for planning permission to be required to allow the impacts of concentrations of HMOs to be better assessed and addressed.

Alternative options:

Options considered include smaller areas for coverage as set out in the attached report or not to pursue the proposals.
