To agree a new PSPO for the City Centre with powers to deal with street drinking, rough sleeping, begging, amplification, chugging, e-scooters and e-bikes.
To approve the implementation of a Public Space Protection Order for the City Centre (Zone) which will run for a 3-year period from 2025 to 2028 as appended to Appendix A of the report. This covers the entirely of the area set out in Appendix B.
The Anti- Social Behaviour Crime and Policing Act 2014 allows Council’s to implement Public Space Protection Orders to tackle evidenced anti-social behaviours in society.
The council consulted with the public from 20th January until 17th Feb 2025 to understand the concerns of the public. 96% of respondents provided support for the introduction of a PSPO to tackle the issues set out in this decision report.
Tolerate the existing position and continue to use existing CPN powers or introduce a PSPO.
