To approve Leicester City Council working in partnership with Leicestershire County Council and Rutland County Council to prepare a joint Minerals and Waste Local Plan across the geographical area of Leicester, Leicestershire and Rutland, subject to their formal agreement.
Preparing a joint minerals & waste local plan with Leicestershire County and Rutland County would be more beneficial than preparing one covering only the Leicester City Council administrative area, as a joint plan would enable the pooling of resources between the three participating authorities, minerals and waste plans are better suited to covering a greater-than-local scale due to the strategic nature of minerals and waste planning, and there are very limited opportunities for locating minerals and waste uses within the city council’s administrative area.
To prepare a joint minerals and waste local plan in partnership with Leicestershire County Council and Rutland County Council, which would cover the geographical area of the three participating authorities, and which would be prepared in collaboration by officers of the three authorities.
The other option considered was to prepare a minerals and waste local plan covering only the Leicester City Council administrative area and which would be prepared solely by Leicester City Council planning officers.
