The drivers for remodelling the Youth Offending Service are falling caseload numbers; recommendations from the Taylor report on Youth Justice, as well as savings requirements.
To introduce Option One as set out in the report to remodel the Youth Offending Service to achieve a recurring saving of £677,700.

Option one was collectively supported to be the best option as it would still provide a small amount of flexibility and allow the service to meet statutory requirements.
Two options were considered to achieve recurring savings of £677,700 in option one or £707,500 in option two.
