Purpose:

The Government has invited local authorities to bid to pilot 75% business rates retention.  This report seeks delegated authority to decide whether or not to take part in a county wide bid.

Decision:

To bid for pilot status for the planned 75% Business Rates Retention Scheme as outlined in the report.

 

Due to the need to submit an application for pilot status by 25 September, the City Mayor has indicated that no call-in of this matter can be made under the provisions contained in Procedure Rule 12d of Part 4d of the Council’s Constitution.   The Chair of the Overview Select Committee has been informed of this prior to publication.

Reasons for the decision:

The Government has given councils the opportunity to bid to become a pilot area for the planned 75% business rates retention scheme. Becoming part of a pilot would mean the Council would have the opportunity to influence government thinking on the new scheme, promote partnership working and potentially result in a significant financial benefit.

Alternative options:

To either become part of a pilot, or not.
