1.  That Councillor John Thomas be elected to the Office of Lord Mayor of the City for the ensuing year.

APPOINTMENT OF LORD MAYOR'S CHAPLAIN

The Lord Mayor informed Council that he had appointed Father John Lally as his Chaplain for his year of office.

4.         City Mayor – Sir Peter Soulsby

 

“Thank you my Lord Mayor and can I join others in congratulating you on your election to the office of Lord Mayor of this Great City and also join them in wishing you the very best for the year ahead and the duties that you will perform on behalf of this Council and its City.

 

But of course, I’m moving a motion of thanks to the outgoing Lord Mayor and on behalf of the whole Council and the many who he has met and worked with over the last year,  to express our sincere thanks to Councillor Kamal for his service as Lord Mayor and for the work that he has done as the first citizen of our great City.

 

Colleagues I think will know that Mustafa has served the City for many, many, years and indeed has been associated with this Council for the best part of two decades.  As a Ward Councillor for most of that time, as deputy leader for five of those years, including a period as the deputy while I was the leader of the Council; they will have been aware that his experience, his knowledge and his love of our City have been expressed on many occasions and have developed during that time and have served him well during his year of office as our Lord Mayor.

 

During these 12 months, he has worked tirelessly to represent and to promote our great City. After starting the year with the opening of the ‘Highfields Family Fun Day’, Councillor Kamal went on to attend an astonishing 339 civic engagements.  That’s a truly remarkable achievement by any standards, but I think and I’m sure he won’t mind I’m mentioning this, that considering the health challenges he has faced during the year personally, has been a very clear indication that not only his love for this city, which I have mentioned, but also to his determination and courage that all who have known him have admired.

 

There have been other highlights during the year, he has attended two Royal visits during the year; The Earl of Wessex and the Duchess of Gloucester. He’s carried out hereditary Freemen ceremonies throughout the year, which have seen 24 people appointed as hereditary Freemen including a lady of 106 years; and a number of formal receptions have been hosted including many for the fantastic sporting achievements that have graced our City and its teams over this year including of course the very particularly enjoyable occasion of the Award of the ‘Freedom of the City’ last month to ‘Leicester Ladies Hockey Club’.

 

Mustafa as our Lord Mayor has embraced the true diversity of our City, at the last count he visited over 29 faith organisations including a variety of Mosques, Mandirs’, Gurdwaras’, Churches and other places of worship. PRESENTATION OF ILLUMINATED ADDRESS

Minutes:

The Lord Mayor presented Councillor Abdul Osman with an illuminated address to commemorate his year of office of Lord Mayor of Leicester 2012/13.

ESTABLISHMENT OF SCRUTINY COMMITTEE AND COMMISSIONS AND REGULATORY AND COUNCIL COMMITTEES pdf icon PDF 65 KB

Moved by Councillor Clayton, seconded by the City Mayor and carried:

That the technical resolution regarding the formation of Scrutiny Committee and Commissions and Regulatory and Council Committees as printed on the Council Script in italics (and detailed below), be approved with the amendment that the Standards Committee comprise 5 independent members and 5 Councillors, one of which will be a non-grouped member.

 

(i)         That the Overview Select Committee, Adult Social Care Scrutiny Commission, Children, Young People and Schools Scrutiny Commission, Economic Development, Transport and Tourism Scrutiny Commission, Health and Wellbeing Scrutiny Commission, Heritage, Culture, Leisure and Sport Scrutiny Commission, Housing Scrutiny Commission, and the Neighbourhood Services and Community Involvement Scrutiny Commission all be established in according with the existing Terms of Reference and the size of each being in accordance with the (attached) lists circulated to all Members and notes that the remaining places will be filled in consultation with the relevant Members / procedures.

 

(ii)        That the Audit and Risk Committee, Health and Wellbeing Board, Standards Committee, Planning and Development Control Committee, Licensing Committee and Licensing Sub-Committees all be established in accordance with the existing Terms of Reference and the size of each in accordance with the (attached) list circulated to all Members and notes that the remaining places will be filled in consultation with the relevant Members / procedures.

 

(iii)       That the Chairs of Audit and Risk Committee and Health and Wellbeing Board, and Chair and Vice Chair of the Planning and Development Control Committee, Chair and Vice Chair of the Standards Committee, Chair and Vice Chairs of the Licensing Committee  and Chairs and Vice Chairs of Overview Select Committee, Adult Social Care Scrutiny Commission, Children, Young People and Schools Scrutiny Commission, Economic Development, Transport and Tourism Scrutiny Commission, Health and Wellbeing Scrutiny Commission, Heritage, Culture, Leisure and Sport Scrutiny Commission, Housing Scrutiny Commission, and the Neighbourhood Services and Community Involvement Scrutiny Commission be in accordance with the (attached) lists circulated to all Members;

 

(iv)       That the Employees Committee be established with the Terms of Reference and size as specified within the Council’s Constitution, with the process for the appointment of Chair and membership being in accordance with the provisions of the Constitution.

6.  That the cycle of meetings of the Scrutiny, Regulatory and Standing Committees and Ward Community Meetings be confirmed as set out in the schedule of meetings attached to the Council Script (and attached to these minutes ).

DATES OF COUNCIL MEETINGS

7. That the Council meet on Wednesday 25 February 2015 to consider the estimates for 2015/16, and the ordinary meetings of Council be held on the dates indicated on the Council Script.”

8.  That Council agree:

 

That in accordance with Council Procedure Rule 35, the terms of reference (to include date and time of the first meeting and subsequent cycle of meetings; the Board make-up of membership; the functions and responsibilities) be agreed as per Appendix 1 to the report.

 

To disapply Section 13(1A) of the Local Government and Housing Act 1989 such that the four local authority officers on the Board will not exercise voting rights.
