LORD MAYOR'S ANNOUNCEMENTS

Minutes:

Before the meeting formally commenced the Lord Mayor invited his Chaplain, the Reverend Canon Alison Adams to say an appropriate prayer.  Following the prayer the Lord Mayor presented Canon Adams with a Certificate of Thanks for her support over the past municipal year.

 

The Lord Mayor welcomed the assembled guests to the Annual Meeting of the Council.

 

Sporting Success

The Lord Mayor paid tribute to all those involved in the City’s recent sporting successes and referred to

-       Leicester City Football Club who were Premier League Champions.  An occasion that had been celebrated by the whole city the previous Monday.

-       Mark Selby who had won the World Snooker Championship for a second time and was the current World No.1 professional snooker player.

-       The Leicester Riders who were the British Basketball League Champions and Trophy winners for 2015-16.

-       Leicester City Women FC who had won the Premier League Midlands Division One title.

-       Leicester Tigers who were seeking an 11th English title in the rugby union Premiership play-offs; and

-       Leicestershire County Cricket Club who had made an excellent start to their season.

 

 

HM Queen 90th birthday

The Lord Mayor informed Council that he had recently sent a card to Her Majesty on behalf of the people of Leicester on the occasion of her 90th birthday.

 

Fire & Emergency Evacuation Procedure

The Lord Mayor asked all present to note the evacuation procedures detailed on the Agenda for the meeting.  He asked anyone with any queries to speak to one of the Town Hall staff who would be happy to assist.

ELECTION OF LORD MAYOR

1.            That Councillor Stephen Corrall be elected to the Office of Lord Mayor of the City for the ensuing year.

ELECTION OF HIGH BAILIFF

2.            That Councillor Manjula Sood be elected to serve as High Bailiff for the ensuing year.

ELECTION OF DEPUTY LORD MAYOR

3.            That Councillor Rashmikant Joshi be appointed as Deputy Lord Mayor for the ensuing year.

5.

APPOINTMENT OF LORD MAYOR'S SPIRITUAL ADVISER

Minutes:

The Lord Mayor informed Council that he had appointed Reverend Keith Magee as his spiritual adviser.

THANKS TO RETIRING LORD MAYOR

4.         Thank you my Lord Mayor   I am delighted to move on behalf of the Council our resolution of thanks to Councillor Ted Cassidy as our Lord Mayor for the last year.  In moving this I know that I am doing it on behalf of all of the Council and I am doing it with sincerity and warmth to Ted for the service that he has given. 

 

He really has had an excellent term of office as our Lord Mayor.  He has, as I predicted would be the case when I moved him for the office some 12 months ago, carried out the duties of Lord Mayor with a characteristic blend of good humour, compassion, enthusiasm and when chairing our meetings a great deal of patience. I don’t think 12 months ago we could perhaps have predicted what an extraordinary year it would have been particularly for somebody like Ted who has supported Leicester City Football team as a season ticket holder for a very considerable period of time and he has of course seen them become Premier League champions which I know has given him, particularly, as it has to the rest of us, very considerable pleasure, excitement and satisfaction.  But he has been a fantastically good representative as the First Citizen of our City over the last 12 months.  I remember once particularly his performance in the media as has had to be the case over recent times. I remember seeing him on Good Morning Britain speaking on behalf of Leicester and he did it again with that good humour, and that compassion and that enthusiasm that is characteristic of him. 

 

But outside of football as is inevitable on these occasions I actually asked for research as to how many engagements Ted has done. It is, beyond football, an astonishing 398 which does not need a great mathematician to work out has been a very busy year.  Some of the highlights, and I have seen the photos of this and it really did happen, abseiling down Gateway House - clearly in doing that unphased by Boris Johnson’s zip wiring episode, he managed to do it with dignity and safety.  He has hosted the Citizen of the Year award, he has switched on the Christmas lights, he has of course joined us all and led our celebrations of the Queen’s 60th year of reign. He has hosted 4 overseas visits, he has held his Service of Thanksgiving at the cathedral and very particularly, and I think he can be very proud of this, he has raised an impressive £26,500 at my last count although it may be something increasing beyond that for the Lord Mayor’s appeal with events throughout the year, charity meals, black tie dinners, Christmas concerts, charity quiz nights, visits to the Richard III Visitor Centre, and of course collection buckets at DeMontfort Hall.

ESTABLISHMENT OF SCRUTINY COMMITTEES AND COMMISSIONS, REGULATORY AND COUNCIL COMMITTEES pdf icon PDF 66 KB

5.         Technical Resolution

I move that the technical resolution regarding the formation of Scrutiny Committee and Commissions and Regulatory and Council Committees as printed on the Council Script in italics, be approved.

 

Technical Resolution – Scrutiny Committee, Commissions & Regulatory and Council Committees

 

(i)         That the Overview Select Committee, Adult Social Care Scrutiny Commission, Children, Young People and Schools Scrutiny Commission, Economic Development, Transport and Tourism Scrutiny Commission, Health and Wellbeing Scrutiny Commission, Heritage, Culture, Leisure and Sport Scrutiny Commission, Housing Scrutiny Commission, and the Neighbourhood Services and Community Involvement Scrutiny Commission all be established in according with the existing Terms of Reference and the size of each being in accordance with the list circulated to all Members(available at the meeting and attached to the minutes) and note that any remaining places will be filled in consultation with the relevant Members / procedures.

 

(ii)        That the Audit and Risk Committee, Health and Wellbeing Board, Standards Committee, Planning and Development Control Committee, Licensing and Public Safety Committee and Licensing Sub-Committees all be established in accordance with the existing Terms of Reference and the size of each in accordance with the list circulated to all Members (available at the meeting and attached to the minutes) and notes that the remaining places will be filled in consultation with the relevant Members / procedures.

 

(iii)       That the Chairs of Audit and Risk Committee and Health and Wellbeing Board, and Chair and Vice Chair of the Planning and Development Control Committee, Chair and Vice Chair of the Standards Committee, Chair and Vice Chairs of the Licensing and Public Safety Committee  and Chairs and Vice Chairs of Overview Select Committee, Adult Social Care Scrutiny Commission, Children, Young People and Schools Scrutiny Commission, Economic Development, Transport and Tourism Scrutiny Commission, Health and Wellbeing Scrutiny Commission, Heritage, Culture, Leisure and Sport Scrutiny Commission, Housing Scrutiny Commission, and the Neighbourhood Services and Community Involvement Scrutiny Commissionbe in accordance with the  lists circulated to all Members(available at the meeting and attached to the minutes);

 

(iv)       That the Employees Committee be established with the Terms of Reference and size as specified within the Council’s Constitution, with the process for the appointment of Chair and membership being in accordance with the provisions of the Constitution.

NOTIFICATION OF EXECUTIVE APPOINTMENTS

Minutes:

The City Mayor asked Council to note the Executive appointments as detailed in the list available at the meeting (and attached to these minutes).

ANNUAL CALENDAR OF MEETINGS

6.         That the cycle of meetings of the Scrutiny, Regulatory and Council Committees be confirmed as set out in the schedule of meetings (available at the meeting and attached to the minutes).

10.

DATES OF COUNCIL MEETINGS

7.         That the Annual Meeting in 2017 be held on 11 May 2017, that Council meet on Wednesday 22 February 2017 to consider the estimates for 2017/18, and that ordinary meetings of Council be held on the dates indicated on the Council Script (below).
