Election of Lord Mayor

Minutes:

Moved by Councillor Dempster, seconded by the City Mayor and carried:

 

“That Councillor Teresa Aldred be elected to the Office of Lord Mayor of the City for the coming year”.

 

The Lord Mayor put the motion to vote and declared the motion was carried.

 

Councillor Teresa Aldred, Lord Mayor of Leicester, took the Chair.

3.

Election of High Bailiff

Minutes:

Moved by the City Mayor and seconded by Councillor Mohammed:

 

“That Councillor Manjula Sood MBE be elected to the office of High Bailiff for the coming year.”

 

The Lord Mayor put the motion to vote and declared the motion was carried.

 

 

 

4.

Election of Deputy Lord Mayor

Minutes:

Moved by Councillor Rae Bhatia and seconded by the City Mayor:

 

“That Councillor Bhupen Dave be appointed Deputy Lord Mayor for the coming year.”

 

The Lord Mayor put the motion to vote and declared the motion carried.

 

 

5.

Appointment of Lord Mayor's Spiritual Adviser

Minutes:

The Lord Mayor announced the appointment of The Very Reverend Father, Richard Ounsworth, as the Lord Mayor’s Spiritual Adviser for the year.

The City Mayor moved, seconded by Councillor Rae Bhatia and carried:

 

The City Mayor expressed appreciation for the outgoing Lord Mayor and Lord Mayoress’ extensive engagement at numerous events throughout the year including the education sector where the Lord Mayor took part in awards for young people, university graduation ceremonies and engaged with various groups to inspire young people throughout the city. The City Mayor noted other engagements including events supporting International Women’s Day, Armed Forces and fifth anniversary to mark the Covid-19 pandemic.

Councillor Mohammed moved, seconded by the City Mayor:

 

“I move that the recommended actions and decisions regarding the formation of Scrutiny Committees and Commissions, Regulatory and Council Committees, as printed on the Council Script in italics, be approved.

 

Appointment of Council Committees 2025-2026 Municipal Year – Scrutiny Committee, Commissions & Regulatory and Council Committees

 

2.1 That the:-

 

Overview Select Committee

Adult Social Care Scrutiny Commission

Children, Young People and Education Scrutiny Commission

Culture and Neighbourhoods Scrutiny Commission

Economic Development, Transport and Climate Emergency Scrutiny Commission

Housing Scrutiny Commission; and

Public Health and Health Integration Scrutiny Commission

 

all be established in accordance with their existing Terms of Reference, the size of each being in accordance with the lists detailed in Appendix A, and the Chair and Vice Chair positions being confirmed in accordance with the lists circulated to Members. It should be noted that any remaining places will be filled in accordance with relevant procedures and in consultation with the relevant Groups/Members.

 

2.2 That the:-

Governance and Audit Committee

Health and Wellbeing Board

Standards Committee

Planning and Development Control Committee

Licensing and Public Safety Committee; and

Licensing Sub-Committees

 

all be established in accordance with their existing Terms of Reference, the size of each being in accordance with the lists circulated to all Members and attached at Appendix A, and the Chair and Vice Chair positions being confirmed in accordance with the lists circulated to members separately (noting that any remaining places will be filled in accordance with relevant procedures and in consultation with the relevant Members) except that:

 

(i) The Terms of Reference of the Governance & Audit Committee be amended in line with paragraph 3.7 of the report.

 

(ii) The Terms of Reference of the Health & Wellbeing Board be amended in line with paragraph 3.8 of the report.”

 

The Lord Mayor put the motion to vote and declared the motion was carried.

Notification of Executive Appointments

Councillor Mohammed moved, seconded by City Mayor:

 

“That the cycle of meetings of the Scrutiny, Regulatory and Council Committees be confirmed as set out in the schedule of meetings attached at Item 9 with the Agenda and

 

“That the Annual Meeting in 2026 be held on 14 May 2026, that Council meet on Wednesday 25 February 2026 to consider the estimates for 2026/27, and that ordinary meetings of Council be held on the dates indicated on the Council Script, ie:

 

Thursday 3 July 2025

Thursday 18 September 2025

Thursday 20 November 2025

Thursday 26 March 2026”

 

The Lord Mayor put the motion to vote and declared the motion carried.
