BUDGET

Councillors are reminded that they will need to declare any interest they may have in budget applications, and/or indicate that Section 106 of the Local Government Finance Act 1992 applies to them.

 

Jerry Connolly, Members Support Officer, will give an update on the latest position with the Community Meeting budget.  The latest budget statement is attached at Appendix A1.  Also attached at appendix A1 is a summary of all funding provided by the Abbey Community Meeting over the last three years.

 

The following applications for grants have been submitted for consideration:

 

Application 1          

 

Applicant:       Ms S Barker, Head-teacher, Wolsey House Primary School.

 

Amount:          £4,000

 

Proposal:       Sun Shelters for Wolsey House primary School

 

Summary:       We propose to erect five permanent shade canopy structures to provide shade and protection for pupils at our school.  Presently there is no real shade for the children who are outside when the sun is at its hottest and most dangerous.  A Caner Research website recently quoted “Studies have found that sunburn during childhood can increase the risk of cancer later in life”.

 

                        This project has arisen as a result of an evaluation on the grounds by the School’s Governing Body Premises Committee and has been assessed as an urgent health and safety issue with the on-set of summer and the increase in the intensity of the sun’s rays.  Due to vast reduction in capital funding, we are unable to meet the costs form the normal budget.

 

                        The School has recently registered for the ‘Wrap, splat, hat’ campaign which is a sun awareness programme to help children understand the importance of sun protection.  However, as well as educating the children in self help, we feel strongly that these shelters would enable the school to protect the children whilst still allowing them the freedom of outside activities. 

 

Application 2          

 

Applicant:       Cornerstone PCC (Church of England) with Churches together in North West Leicester.

 

Amount:          £500

 

Proposal:       Community Picnic

 

Summary:       The event will take place on Saturday 10th September 2011 between 13:30 and 16:30 at Alderman Richard Hallam School, Avebury Avenue.

 

                        The event aims to build on the events held over the previous four years.  This year we aim for more community involvement, to reintroduce major attractions to encourage the 11 to 15 year olds to return.

 

                        The event is free with no charge made for those who attend except for refreshments.

 

Application 3          

 

Applicant:       St Patrick’s Afternoon Club

 

Amount:          £100

 

Proposal:       Taxi to and from Community Meetings and the Forum for Older People

 

Summary:       This proposal is to enable three members of eth St patrick’s Afternoon Club to be transported to all Abbey Ward Meetings and the Forum for Older People meetings which take place in the Town Hall.

 

Application 4          

 

Applicant:       Guru Nanak Community Centre

 

Amount:          £1,300

 

Proposal:       Keeping Healthy and Fit

 

Summary:       We would like to purchase fitness equipment via ward funding to be accessed by younger and older people.  We would welcome all people to access the equipment at the fitness club.

 

Application 5          

 

Applicant:       Leicester City Ladies Football Club

 

Amount:          £1,250

 

Proposal:       Coaches and Training Equipment for Saturday Morning Sessions

 

Summary:       Please note that £1,250 has also been requested from the Beaumont Leys Community Meeting.

 

                        The objective of our club shall be to install in our members a love of the game of football which will form the foundation for the promotion of womens and boys football in the community.  We intend to provide the facilities for our players to learn the game of football and become more skilful.  We will provide competitive members for players wishing to partake, whenever possible, including league football at all standards.  We hope to develop a national league team, which will become the top team nationally.  We acknowledge that the United Kingdom is a society diverse in culture, race, creed, religion and interest, and no person or group should suffer any discrimination on the basis of race, gender, religion, age, class, culture or sexual orientation.  The Football Club therefore declares its intention to work towards the furtherance of equal opportunities for the whole community.

 

                        We now operate an open football school on Saturday mornings at Beaumont Leys School open to all children in the area.  We have also been able to pay for FA coaching courses from people from Beaumont Leys and Abbey Wards, which will enable them to consider different career paths.  As well as Thursday evenings at the same location throughout the year, we now have up to 140 people attending our coaching sessions over both days.

 

                        Continued funding will enable us to provide more coaching and training equipment, to extend our club objective to more young people. 

 

 

Minutes:

Jerry Connolly, Members Support Officer introduced the budget to the meeting.  He explained that this meeting was the first during the 2011/12 municipal year and that members had £15,000 available to spend.  Jerry detailed the purpose of the budget, stating that members were looking to fund projects and organisations that positively affected local people.  Examples of schemes which were often funded included youth diversion projects.

 

Jerry announced that five applications were detailed on the agenda.  In addition, the Councillors had agreed to consider three applications that had been received after the agenda had been despatched.

 

The following applications were considered:

 

1.    Sun Shelters for Wolsey House Primary School

            Amount requested: £4,000

This proposal was to erect five permanent shade canopy structures to provide shade and protection for pupils.

 

            RESOLVED:

                                    That the application be rejected.

 

2.    Cornerstone PCC – Community Picnic

Amount requested:  £500

            It was explained that the event would take place on Saturday 10th    September 2011 between 13:30 and 16:30 at Alderman Richard     Hallam School.  Financial support had also been requested from Fosse    and Beaumont Leys Community Meetings.

 

RESOLVED:

                        That a sum of £250 be supported towards this                                                  application.

 

3.    St Partick’s Afternoon Club – Taxi to and from Community Meetings and the Forum for Older People

Amount Requested:  £100

It was explained that a similar arrangement had been previously     established.

 

RESOLVED:

                        That a sum of £100 be supported towards this                                                  application, on the condition that the individuals who                                                 benefit from the service provide reports from Forum for                            Older People meetings at future community meetings. 

 

4.    Guru Nanak Community Centre – Keeping Fit and Healthy

Amount requested: £1,300

This request was to purchase gym equipment to be accessed by both        younger and older people.  There was a commitment that the         Community Centre would match fund any pledge from the community         meeting.

 

RESOLVED:

                        That a sum of £1,300 be supported in principle, subject to                             the receipt of satisfactory information relating to the                                                organisation’s accounts.

 

5.    Leicester City Ladies Football Club – Coaches and Training Equipment for Saturday Morning Sessions

Amount requested:  £1,250

The applicant stated that this proposal would improve the level of football coaching for young women, and stated that there was a relatively low-level of such provision within this area of the city.  The applicant also stated that the club had established three additional teams recently, and the club were growing in prominence both locally and regionally.

 

It was noted that a sum of £1,250 had also been requested from the Beaumont Leys Community Meeting.

 

RESOLVED:

                        That a sum of £1,250 be supported towards this                                   application. 

 

6.    Food Parcel Scheme Partnership – Food Parcel Scheme

Amount requested:  £250

The applicant explained that this was a partnership project which    helped people who were in emergency situations by supplying them           with food and basic hygiene items.  

 

RESOLVED:

                        That a sum of £250 be supported towards this                                      application. 

 

7.    Abbey Ward Fireworks Event led by Stocking Farm Youth Centre

Amount requested:  £500

It was stated that events such as this one would help to curtail the   number of unofficial bonfires which posed considerable danger.

 

RESOLVED:

                        That a sum of £500 be supported towards this                                      application. 

 

8.    Mowmacre Community Project – Community Events

Amount requested:  £500

           The applicant stated that this proposal was to purchase audio

           equipment for particular community events. 

 

               It was agreed that the equipment should be shared for the use of             other community groups.

 

               RESOLVED:

                                                That £500 be supported towards this application                                                 subject to the applicant agreeing to share the                                                            equipment with other interested community                                                           groups.
