Councillors are reminded that under the Council’s Code of Conduct they should declare any interest they may have in the budget applications.

 

The meeting is asked to note that the following applications were supported and paid through the fast track procedure.

 

Ref 3002: Shree Sarvodaya Samaj (UK) – for their 40th year (Ruby) Anniversary Celebrations.

Amount requested: £500 each from Evington and Stoneygate Wards.

 

£500 paid from the Evington Ward.

 

Ref: 3004: Celebration of St Kitts and Nevis, 30 Independence “Thanksgiving Service” with entertainment and refreshments.

Amount requested: £500 or more – joint bid to Evington, Coleman and Knighton Wards.

Ref: 3006 Evington Asian Gardeners’ Group

The applicant has submitted the following information:

 

Evington Asian Gardeners Group was formed in 2011 but did not function formerly till December 2012 due to the delay in Grant from Leicester City Council.

However within the time scale of 8 -9 months of the project in existence, tremendous achievement has been realised with the grant of £1500 that has realised more £2000 worth productivity. The community of Hilltop  Allotment Society has been very supportive and in praise of this project, that has engaged 3 generations of a diverse Asian community of Evington and enhanced the green environment.

 

On 16th August 2013 Rt Hon Keith Vaz MP formerly declared the project open in presence of Evington ward Councillors Baljit Singh and Deepak Bajaj and many of the participants. This was reported in the Leicester Mercury of 17th August 2013.

 

The project is in desperate need of improvements in form of infrastructure and and the soil environment. Cosmetic improvements such  proper slabbed pathway as well equipment in form of drip irrigation for polytunnel as well various other equipment is required to create a model for future participants to replicate this kind of gardening activity that asserts Leicester City aspiration as Europe’s Cultural City.

 

 

The project will continue to create opportunities to engage the Asian men and the women to learn to create vegetable gardens thereby enhance their appreciation of the green environment. There are a lot of individuals who would like to engage in such activities to achieve the following:

 

Raise their profile and self-esteem within the local community in Evington area.

 

Regular practical workshops would benefit the participants in social interaction across communities to establish networks to improve their chances of employment.

 

The participants would benefit in terms of enjoying improved health due to regular physical and mental exercises.

 

Community Cohesion would be enhanced as gardening has no religious or cultural barriers.

 

The workshops would be hosted in a local facility with professional tutors coaching the participants preparing them for a celebratory concert/event whereby VIPs and local members of the community would see and appreciate the diversity of Indian vegetables and also see the members of their own community integrating with others at a working level. This would further boost the community integration and higher level of participation if Ethnic Minorities in the mainstream organisations.

 

The success indicators of the project would be:

 

The number of participants involved in the project.

 

The social interaction and integration of diverse members of Ethnic Minority groups to extend to some of these members integrating with mainstream organisations in Evington and Leicester.

 

Regular workshops on a weekly / fortnightly basis starting in Spring 2014.

 

A celebratory event in Summer/Autumn 2014 hasbeen proposed to the Rt Hon Keith Vaz MP’s daughter to officiate especially to encourage Asian women in this project.

 

During the Evington Fete 2014, Evington Asian Gardeners group will participate by displaying the vegetables grown locally at the allotment to motivate and engage future participants thereby ensuring that this project becomes a valuable Resource within the activities of the community of Evington.

 

A multimedia publication will be on show to evidence the achievement and contribution of the Asian community to enhance the GREEN ENVIRONMENT,

Ref 3007: Heritage Walk in Evington  - 14 September

Amount requested: £450

 

The applicant has submitted the following information:

 

We are planning a Heritage Open Day in Evington, which includes two guided walks.  Evington Park House and St. Denys Church will be open from 10am to 6pm and be looked after by volunteers.  The guided walks will leave Evington Park House and walk through the village to Piggy’s Hollow and then St. Denys Church.  Free drinks (coffee or tea) will be provided.

 

The Evington Heritage group have prepared two leaflets to give to visitors.  One is about the history of Evington village and the other is a Treasure hunt.  (See enclosed).  The first leaflet was made in-house so the cost is only that of printing.  The Treasure trail was prepared for us and after this cost we have ownership of the document to use as we wish.

 

The Evington Heritage group have some free training so that more of us will be able to give guided tours.  We will be using volunteer guides.

 

This event has been registered with Leicester City Council.  There are no costs for traffic management as the car park in Evington Park is perfectly adequate for visitors.

 

We have prepared our advertisement leaflets to include events that are being organised by Parks Services (guided tours of Evington Park House on 12th and 13th September) and a Leicester City of Culture roadshow and sports’ taster sessions at Evington Leisure Centre also on Saturday 14th September. (see enclosed)

 

We plan to publicise widely, both through the Heritage Open Days publicity and local venues for publicity as well as on the local buses.

 

We are also preparing history packs for all the people involved in the Evington Heritage group.

 

People attending will come from Leicester as a whole as well as people local to Evington.

 

The project will be successful if it happens, we get some positive feedback and the Evington Heritage group can continue with regular meetings and ideas for other projects.

Ref 3008: Humberstone Park Bonfire and Fireworks

 

Submitted by Humberstone Village Community Forum – Humberstone Park Bonfire Sub-Committee

 

Amount requested: £3000 each from Evington, Humberstone and Hamilton, Coleman and Charnwood.

 

Information in support of the application:

 

The Humberstone Park Bonfire Group has been set up as a sub-committee of Humberstone Village Community Forum in order to take over the organisation on the running of the Humberstone Park Bonfire and Fireworks event, to take place on park on Tuesday 5 November 2013. The event has been run successfully by Leicester City Council for some 17 years but continuation now falls on the local community.  Due to the cost and catchment area, it is imperative that the application to all four wards is supported. It is anticipated that the planning and organisation will be carried out under guidance form the Council’s Festival and Events Team.

 

They will be encouraging local businesses and community organisations to contribute, either by way of financial sponsorship or in kind, to help keep the project within budget. They will also be working to try and increase donations from those attending.

 

A detailed budget proposal has been submitted with the application, which includes staffing, entertainment and services (i.e barrier fencing, stage, traffic management, toilets etc).
