Minutes:

Healthier Air for Leicester:  Leicester’s Air Quality Action Plan 2015-2026

 

Details were given of the proposed Air Quality Action Plan for the City for 2015 – 2026 which had been developed following consultation with key stakeholders and in compliance with statutory guidance and set out ambitions and actions under 4 key themes.

 

Moved by Councillor Clarke, seconded by Councillor Osman and carried:-

 

17.       That Council adopts the Healthier Air for Leicester:  Leicester’s Air Quality Action Plan 2015-2026.

 

 

Leicester and Leicestershire Combined Authority

 

A report of the Strategic Director for City Development, Neighbourhoods, Regeneration and Culture was considered which sought approval to submit a proposal to establish a combined authority for Leicester and Leicestershire to the Department for Communities and Local Government.  The considerations of the Economic Development, Transport and Tourism Scrutiny Commission were received and it was noted that the report was being considered by the nine Councils across Leicester and Leicestershire during November and December.

 

Moved by the City Mayor, seconded by the Deputy City Mayor and carried:-

 

18.       That Council:

 

  1. Approve the Scheme for the Combined Authority;
  2. Approve the Governance Review;
  3. Authorise the publication of the Scheme and its submission to the Department for Communities and Local Government (DCLG);
  4. Authorise the Chief Operating Officer, following consultation with the City Mayor, to make any final amendments to the Scheme and Governance Review prior to their submission to the DCLG in December or January 2016;
  5. Authorise the Chief Operating Officer, following consultation with the City Mayor, to enter into discussions with the DCLG and such other Government departments and other persons as are considered necessary by the Chief Operating Officer to agree the terms of the Order establishing the Combined Authority and to approve the final form of the Order on behalf of the City Council; and
  6. Authorise the Chief Operating Officer, following consultation with the City Mayor:

i)      to negotiate, agree and execute all ancillary documents in support of the operation of the Combined Authority, including (without limitation) the constitution of the Combined Authority;  and

ii)    to take all decisions and actions necessary to enable the establishment of the Combined Authority.

 

 

Review of Statement of Licensing Policy

 

A report of the Director of Local Services and Enforcement was considered which sought approval to a Licensing Act Policy concerning the sale or supply of alcohol, regulated entertainment and late nigh refreshment for 2016 – 2021.

 

Moved by Councillor Waddington, seconded by the Councillor Thomas and carried.

 

19.       That Council approves the revised policy as shown in Appendix A of the report.

 

 

Gambling Policy

 

A report of the Director of Local Services and Enforcement was considered which sought approval to a Gambling concerning the Council’s responsibilities under the Gambling Act 2005 for 2016 – 2019.

 

Councillor Waddington, seconded by the Councillor Thomas to move:-

 

20.       That Council approve the revised policy as shown in Appendix A of the report.

 

 

Minimum Revenue Provision

 

A report of the Director of Finance was considered which sought approval to a revised policy to apply from 2015 / 16 for Minimum Revenue Protection which was the minimum amount which must be charged to taxpayers each year in order to pay down debt incurred for previous years’ capital expenditure.

 

Moved by the City Mayor, seconded by the Deputy City Mayor and carried:-

 

21.       That Council approves the revised policy for making ‘Minimum Revenue Provision’ to apply from 2015/16.
