ESTABLISHMENT OF CABINET, SCRUTINY COMMITTEES AND REGULATORY COMMITTEES

Minutes:

Moved by Councillor Willmott, seconded by Councillor Kitterick:-

 

“That a Labour Group Cabinet be formed in the following terms:-

 

(i)         the Cabinet be established with the Terms of Reference as specified within the Council’s Constitution;

 

(ii)        the Leader of the Council, Chair of the Cabinet and  Member for Regeneration be Councillor Ross Willmott;

 

(iii)       the Deputy Leader of the Council and Cabinet Member for Finance be Councillor Patrick Kitterick;

 

(iv)       the other Membership of the Cabinet be:-

 

            (1)            Councillor Bhatti – Cabinet Member for Housing

            (2)            Councillor Connelly – Cabinet Member for Leisure

            (3)            Councillor Corrall – Cabinet Member for Neighbourhoods and Environment

(4)        Councillor Getliffe – Cabinet Member for Social Care and  Personal Health

            (5)            Councillor Clair – Cabinet Member for Transport

            (6)            Councillor Waddington – Cabinet Member for Education

 

AN AMENDMENT

 

Moved by Councillor Farmer, seconded by Councillor Mugglestone, and carried:-

 

5.         “That the Labour Group resolution regarding the formation of  the Cabinet be amended as follows (to give effect to the following Leader, Deputy Leader and Cabinet below):-

 

(i)         the Leader of the Council and Chair of the Cabinet be Councillor Roger Blackmore;

 

(ii)        the Deputy Leader of the Council and Cabinet Member be Councillor Roman Scuplak;

 

            (iii)            the other Membership of the Cabinet be:-

 

            (1)            Councillor Peter Coley – Resources, Access and Diversity

(2)        Councillor Mark Farmer – Strategic Community Renewal and Safety (includes Regeneration, Planning, Community Safety/Crime and Disorder)

            (3)            Councillor Ross Grant – Strategic Reviews and Efficiency

            (4)            Councillor Parmjit Singh Gill – Social Care and Health

            (5)            Councillor Andrew Metcalfe - Housing

            (6)            Councillor John Mugglestone – Regeneration and Culture

            (7)            Councillor Hussein Suleman – Education and Lifelong Learning”

 

The Lord Mayor put the Amendment to the vote and declared it carried.

Moved by Councillor Farmer, seconded by Councillor Mugglestone, and carried:-

 

6.         “That the existing Scrutiny Committees all continue with their existing Terms of Reference, appointments and memberships, with matters relating to the composition, Terms of Reference, appointments and membership of Scrutiny Committees being considered further at the next full Council Meeting scheduled for 26 May 2005.”

 

AN AMENDMENT

 

Moved by Councillor Kitterick,  seconded by Councillor Willmott:-

           

“That the Motion be amended to the effect that  the membership  and places on the existing Scrutiny Committees be amended in accordance with the (attached) list of Labour Group nominations, with remaining places to be filled by the Town Clerk in consultation with the relevant Group Whip.”

 

The Lord Mayor put the Amendment to the vote and declared it to be lost.

 

Moved by Councillor Farmer, seconded by Councillor Mugglestone, and carried:-

 

7.         “That

 

(i)         That the Development Control Committee and Licensing Committee be established in accordance with the existing Terms of Reference  and the size of each in accordance with the (attached) list circulated to all Members with the remaining membership filled by the Town Clerk in consultation with the Group Whips.

 

(ii)        That the Chair and Vice Chair  of the Development Control Committee and Co-Chairs and Vice Chairs of the Licensing Committee be in accordance with the (attached) lists circulated to all Members.

 

(iii)       That the membership of the Development Control Committee and Licensing Committee be in accordance with the (attached) lists circulated to all Members.

 

(iv)       That the Standards Committee be established with the Terms of Reference as specified within the Council’s Constitution, including appointment of one Independent Member, Co-Chair (there currently being one Independent Member/Co-Chair vacancy) and membership, all being in accordance with the (attached) lists circulated to all Members.

 

(v)        That the Employees Committee be established with the Terms of Reference as specified within the Council’s Constitution, with the process for the appointment of Chair and Vice Chair and membership being in accordance with the provisions of the Constitution.

 

AN AMENDMENT

 

Moved by Councillor Willmott, seconded by Councillor John Blackmore:-

 

“That the Terms of Reference, places and membership of the Development Control Committee, Licensing Committee and Licensing Sub-Committee all be re-established in accordance with the existing Terms of Reference, places and membership, subject to the variation in nominations to appointments and places in accordance with the  (attached) Labour Group nominations.”
