Executive and Officer Decisions

To approve the domestic abuse safe accommodation strategy 2022-25 prior to its publication on 5th January 2022 as part of those new obligations.

To adopt a new domestic abuse safe accommodation strategy, in line with the Domestic Abuse Act 2021.

To show the position of the capital programme for 2020/21 as at the end of Period 6.

Approve the following transfer:

1.         £892k of budget from Boiler Replacements to External Property Works, see Appendix B, Para 3.22.

Approve the following additions:

1.         £1,300k to Green Homes, funded by government grant, see Appendix B, Para 3.10.

2.         £508k to High Street Heritage Action Zones, funded by Historic England grant, see Appendix A, Planning, Development & Transportation, Para 2.3.

3.         £500k to Ashton Green Highways Infrastructure, funded by prudential borrowing, to be repaid with earmarked capital receipts, see Appendix A, Planning, Development & Transportation, Para 2.2.

4.         £443k to Affordable Housing Acquisitions, funded by government grant, see Appendix B, Para 3.25.

5.         £390k to Air Quality Action Plan, funded by government grant, see Appendix B, Para 3.4.

6.         £45k to Abbey Park Precinct Wall, funded by corporate resources, see Appendix A, Neighbourhood and Environmental Services, Para 2.1.

Approve the following policy provision release:

1.         £250k of budget from the New School Places policy provision to fund the transfer of a modular building at Glebelands Primary School, see Appendix B, Para 3.3.

To provide grants to Firstbus and Arriva for new electric buses and to purchase six new electric buses for the Council.

Approve £20.3m to be added to the Capital Programme to provide grants to Firstbus and Arriva for new electric buses and to purchase six new electric buses for the Council.

This addition will be funded by £19.0m of Department for Transport grant and prudential borrowing of £1.3m to match fund the Council’s new buses.

To provide details of the Levelling-Up grant awarded to the Railway Station Improvement Project and to approve the addition to the capital programme, along with the associated match funding.

Approve the addition of £22.6m to the capital programme to fund the Leicester Railway Station Improvement Project.  This will be funded from £17.6m of Levelling-Up grant from Government and £5m of match funding from the Council.

To approve the appointment of Morris Homes Limited as Development Partner for a 18.8 ha (46.5 acres) parcel of residential development land known as Ashton Green, Phase C and to enter into a Development Agreement.

Appointment of Morris Homes Limited as Development Partner and entering into a Development Agreement for the sale of land and development of Phase C, Ashton Green on detailed terms to be agreed by the Strategic Director (City Development and Neighbourhoods).

To approve a Compulsory Purchase Order on 82 Ocean Road, Leicester, LE5 2ES. (CPO 73)

To publish the draft revenue budget proposals for 2022/23.

1.     To publish draft revenue budget proposals in advance of making firm proposals to the Council on 23rd February 2022.

2.     To advise the scrutiny function that comments on the draft proposals may be made until 4th February 2022.

Note:  This is a draft recommendation to the Council under Rule 1.3 of the budget and policy framework procedure rules and the Call-in procedure does not, therefore, apply.

To implement a 20mph zone in the Glebelands area.

To approve the:-

1. implementation of the proposed 20mph Zone in Glebelands.

2. advertisement of the 20mph speed limit Order required to implement the scheme.

To consider the redevelopment of Pilot House to create new office space, co-working space and business units/workspaces to lease and rent.

Approve the addition of £11.4m to the capital programme to fund the redevelopment of Pilot House.  This will be funded from £8.6m of Levelling-Up grant from government and £2.8m of match funding from the Council.
